Law Enforcement Officer’s Toolkit An Ohio - Built Records Management System Developed by the Ohio Office of Criminal Justice Services (OCJS), the Law Enforcement Officer’s Toolkit (LEOT) is a software solution for Ohio law enforcement agencies in need of a records management system. The LEOT effectively manages information on offense reports, arrests, citations, crash reports, property room items and investigator notes, as well as provides a master name index and other search capabilities. It is easily accessed on laptops in the field, allowing law enforcement to enter reports and maintain their presence on the road or in the community. The software also enables police departments and sheriffs’ offices to participate in the Ohio Incident-Based Reporting System (OIBRS) program for state and FBI electronic crime reporting. Over 390 law enforcement agencies in Ohio use the LEOT software for their records management needs. Twenty-six of which are Sheriff's Offices and a total of 48 cover a population over 10,000. The LEOT is also being used in a countywide data sharing environment in Tuscarawas Co. Participating agencies in that county send their data from their LEOT databases to the Sheriff's Office.
The LEOT works with Access 97, 2000, XP, and SQL Server databases. It works with 2000 Professional, and XP operating systems. Servers that are 2000 Professional, XP, NT 4.0, 2000 Server, 2003 Server, and Novell work with the LEOT software. The LEOT is also OLLEISN Level I & II Certified. For more information on the Law Enforcement Officer's Toolkit, contact Jim Luebbers at 614.644.6797 or luebbers@ocjs.ohio.gov.
